Fixing behavior when sending an email in Safari when in fullscreen - draft email window goes to random place

I am trying to understand a change in behavior with Sequoia. On my old 2016 MBP (Monterey) when I emailed a link from Safari in fullscreen, I was directed to the fullscreen Mail app where the new draft email with link window appeared either over the Fullscreen Mail app or split screen, depending on the setting.

Now in Sequoia I can't seem to get the new draft email with link to appear in the right place.

• I am sometimes redirected to the Mail app but don't see the new draft email window
• If I am in Safari Fullscreen, the draft email window shows up on a clear page, which is hidden, but am still directed to the Mail app. I have to find the page with the draft email on it. Really inefficient.
• If I am NOT in fullscreen on safari, sometimes the draft email shows up on top of the safari window, sometimes not, and sometimes I am directed to the Mail app which does NOT have the draft email.

This should be a straightforward thing. When I go to email from Safari in either fullscreen or partial, the draft email window should show up on top of it. That would be the logical way for things to work.
