Private Relay keeps turning back on for a network after being disabled

iOS 18.1, but this has been happening since at least iOS 17, iPad Air M2 and iPhone 15 Pro Max.


I have Private Relay turned on, but for a network at home I've done everything I can to disable it. In the network settings I've turned off "Limit IP Address Tracking". On the DNS servers on my network I've set them to return NXDOMAIN for mask.icloud.com and mask-h2.icloud.com. Despite this, it seems iOS thinks Private Relay should be on for the network sometimes. Most times when I rejoin the network, I get warned that Private Relay isn't available for the network and asked do I want to use the network or not. If "Limit IP Address Tracking" has already been disabled on the network settings, Private Relay should also be disabled, so it shouldn't be asking. While on the network, and while actively using the device, I will sometimes get notified that Private Relay is now active and I have to go back to the network settings to turn off "Limit IP Address Tracking" again. Often when coming back to the device after it's been locked I'll get the same notification, but sometimes "Limit IP Address Tracking" isn't actually enabled and sometimes it is and has to be disabled again.


I've followed all the directions I can find on Apple's support pages to disable Private Relay only for a specific network, but clearly there's something more. What else do I need to do to disable Private Relay for a specific network at all times?
