RF Transmitter App for Programming Smart Devices

I can see that there are loads of apps for controlling various TVs and thermostats etc but wondered if anyone knew of an app for programming your own smart device with a known RF frequency?

I have an Alexa morning routine but I’d like to add my remote blinds to it.
