How to enable activation lock on M1 Air?

Find My is enabled, security profile is Full. Still cant get Activation Lock to enable.

Unsure if this is just System Information displaying incorrectly or what.

Have the issue on 2 devices, second one was enabled, then I disabled it and transferred it to my partners account, where it wont enable.

Have tried toggled Find My, with reboots in between, and removing and re-adding iCloud account with reboots in between.

No obvious errors or issues, so quite confused.

It's a reporting bug that's being going on for some time. Other users have noticed it too, including myself. Even when Find My is turn on, System Settings > [your name] > iCloud > [your Mac] will show Find My off.

You can confirm that Find My is on, by opening the Find My application. You'll see that you can mark the device as lost and erase it.
