Not working, does age verification on Google affect usage, ok for 3 years now not working

What specifically is not working? You can’t add cards to wallet, you can’t complete a transaction, you can’t do what?
Cards added, signed out/in Apple ID cards verified from banks, wallet opens ok and Touch ID shows ready to pay but reader doesn’t read. All usual fixes tried but still no go !
