ATM’s are associated with the merchant that has the ATM. The merchant is falling into a restricted category such as gambling, recreational marijuana, adult entertainment, cigarette sales, and many others. The bank or Payment Network Operator (MasterCard, Visa etc.) are blocking the transaction.
