problem receiving a refund from apple pay

I returned an item purchased online using apple pay. I saw the refund was approved by the vendor and I followed up when I didn't see the credit back on the credit card linked to apple pay where the purchase occurred. The vendor shared a screen shot of the rejection which said: "Processor Declined. The customer's bank is unwilling to accept the transaction. The reasons for this response can vary - customer will need to contact their bank for more details. This is a soft decline." To make this more confusing, the apple pay card # the vendor shared with me is not the apple pay number linked to the credit card used for the purchase. What am I missing here? I'm am so confused, refunds from vendors should be simple, why is apple rejecting this? Does apple for some reason need a bank account for a refund vs. the credit card used to make the purchase?

Apple is not a bank and is not involved in refunds. Apple does not have your funds and the refund didn’t involve Apple. When the merchant accepted the return of goods, that initiated the refund. The merchants credit card processor, withdrew funds from the merchants bank and the funds traveled through the payment network operator (Visa, MasterCard etc.) to the bank that issued the card you used. Apple and Apple Pay are not involved.


The processor that >Declined< would be the merchant’s credit card processor.
