Notes stored on Cloud vanished after pushed settings update on Nov 5 2024

After I accepted an automatic Settings update that seemed to grant permission to continue syncing Notes with iCloud, my Notes that were already synced disappeared, and I’m left with only those stored solely on my phone. How do I get the lost Notes back? I tried following previously posted instructions and that didn’t work.
