Just signed the new iCloud agreement and some of my notes have disappeared :(

I was in the middle of writing some important notes in the iCloud folder on the notes app on my phone. I saw a notification telling me I needed to agree to the updated iCloud terms and conditions so I did this. Now my recent notes have disappeared. They are not in deleted notes and they haven't been backed up. How can I recover them?
