You only need to create a single partition/container.
When installing macOS, depending on the version, it will create the proper volumes within that partition to hold the operating system and your data.
Is the current drive on this MacBook Air fully erased or are you just trying to upgrade/update the version of macOS on it?
Your 2015 MBA can run macOS Monterey ... which is eight versions newer than Mavericks, and I suggest that you consider upgrading to it. However, even with Monterey, Apple only supports the latest three versions for security updates. Currently, newest to oldest, those are: Sequoia, Sonoma, & Ventura. Monterey is one version older than Ventura. Of course, the final decision to upgrade is totally up to you.
Every disk is 'partitioned'... even if there is only a single partition.

Thanks Tim, just restoring it to factory settings more or less. Wondering if you needed a partition one for the OS and one for the data.
Yes, fully erased and has mavericks OS.
