My notes disappeared on my iPhone but are still in my iCloud storage when I checked in my laptop. How do I recover them on my iPhone?

Can you see your notes on iCloud.com? If so, on your iPhone, go to Settings > [your name] > iCloud, turn off Notes, restart your iPhone and turn Notes back on. Wait a few minutes for the notes to be downloaded from iCloud.
I have the same problem (notes disappeared after updating terms).
I can see the notes on iCloud but not on my phone. My notes, previously, were “on my phone” and settings->icloud-> notes was and is already off. These notes had only been on my phone.
I have tried adding my iCloud account again to notes (it is already listed). I have tried rebooting the phone. I have also installed the pending 17.1.1 update which automatic updates had not installed.
To add, in notes, it lists an empty “on my phone folder” but the iCloud folder that was there previously is gone. Again, logging into iCloud via a browser, I can see the notes that were on my phone.
