Can I receive texts and calls on both an apple device and a non apple device at the same time

I want to purchase a cheep back up phone that I can send and receive text messages as well as calls on the same number or email as my main iPhone (as long as all texts/calls go through to both devices) so that I can have a backup device in my car that I can communicate with when I forget my iPhone. Is this possible? I would Also like to have signal on both devices without paying for a second sim, but I dont Believe this is possible.
