even though a window says its in desktop 4 on display 2, every time I close and open the app it re opens it on desktop 3 display 2. I want it to open in the same desktop each time but it won't remember. Please advise

right click> option> says desktop on display 2.
so then I drag in Mission Control or what its Called when it shows all desktops over to desktop 4 on display 2. It then shows when I right clcik> option> display 2 on desktop 4
To assign, you put it where you want, then select the appropriate option in Options.
When you open the menu, that is not where it is assigned. It is giving you options to assign it to whichever display you want to use on that Desktop.
You can’t assign windows to a desktop. You can only assign apps to a desktop.
Sorry thats what i meant. If i assign say safari to desktop 4 display two when I close and reopen it, it will open on display two desktop three
By assigning it, do you mean you actually use the options sub menu of the dock icon or are you just dragging it there?
If you’re actually assigning it there, I don’t know why it’s not opening there.
