iPhone 15 Pro Max does not have option for Messaging Dictation

We have a user with a iPhone 15 PM that came to me about fixing his microphone that disappeared on messages. After taking some time to look, there is no option for dictation on keyboard settings. I also checked a number of Siri/AI settings and found nothing. He upgraded to iOS 18.1 today to fix the problem but it's still there.
