iCloud on iPhone 11 Pro is grad'd out after 18.1 upgrade all function work except no mail and message saying restricted from creating accounts?

I upgraded to iPhone and now iCloud is graded out on my iPhone I cant get mail on my iPhone but everything else seems to be working

  1. I deleted the iPhone from know devices using my MacBook Pro and it asked me to log in to my iCloud on my iPhone which I could do and get the trusted devices code so you would think it would work but no same issue my I cloud account on the iPhone is grayed out and it repeatedly is asking me to log in and says login failed and yes it the right password i'm using

Im thinking some sort of preference is corrupt maybe?

Trouble shooting Answers to obvious questions:

yes I totally erased the iPhone and reinstalled using trusted iPad and screen capture of the round speckled image restoring iCloud backup and all ok except issue in this post

yes I deleted it from trusted devices on my laptop and re added it using trusted devices

yes when I erased the iPhone it did disconnect from find my and come off my iCloud account and when I re installed the iPhone it appeared back in my iCloud account

yes it is connecting and disconnecting to my iCloud account as expected just showing on the iPhone for iCloud grayed out On the the section about me as a user and iCloud

mail app will open but not showing any of my mail accounts as it does on my other devices and it gives me a pop up stated that its not authorised to make email accounts on this device?
