Apple Devices sync does not respect plays in Apple TV

I'm using Apple Devices and Apple TV (app) on windows.

In Apple TV, I can see my tv shows with episode and season and number of plays. When I sync using Apple Devices, several things don't work.

1. When I watch an episode on my phone, it does not update the plays on Apple TV
2. When I update Apple TV manually, it sometimes reverts to a previous version and does not recognize that some shows are already watched
3. When I sync with my phone, it copies shows that I've already played
