IPhone no longer has service but I need to print the photos

I'm not sure you are referring to Apple care or cellular connection, but if you find a printer and connect to its Wi-Fi network or the network it's connected to, you should be able to print photos. Apple care or cell service won't affect your ability to print photos.

You could take the phone somewhere with a wifi-capable printer.
