Photos and videos won't upload to my iCloud

I have paid severely times now for more storage although it’s enough with what I had and nothing will upload to my iCloud. I have tried syncing but it just stays still. What can I do?? I have nearly 4000 pic and videos that haven’t been uploaded to the cloud yet??
