Hiya. So my partner keeps having money added to his phone bill from “iTunes.com” but we don’t know what it is for. I have looked in his settings on his phone on the subscription part and everything says “expired” it’s the same with his App Store. But, we are having random bills every single month on our phone bill saying “itunes.com” and it’s costing us more and more money. Any ideas?

If your partner is part of Family Sharing with someone else, the charges may come from their accounts and not your partner's. As such, you would need to identify the charges from the other family group members accounts.

Contact your cellular provider. If you have verified that the charges are not legitimate by going to your Purchase History and Subscriptions, then it would be a fraudulent charge and not coming from Apple. Someone else may be able to access your cell provider account and you may need to secure that as well.
