I have cleared icloud so nearly the full 5GB is available. I have switch off all photos, messages and all apps from the back up but is saying next back up is nearly 7GB (phone is running iOS 18.0.1) is the running system more than the free storage or am I missing a way to reduce the back up?

Even with all those settings turned off your backup may just be too large to store in the free 5GB plan. Your only option is to backup to a computer or purchase more iCloud storage.
If you are turning off backup of Photos, Messages, and other apps, what is the point of the backup anyways?
Thanks, reason is work phone needs wiping and starting again but had to experiment on what was needed to be dropped off to achieve back up; wasn't expecting "everything" to be the answer (even with offloading the apps so could be download afterwards).
I don't want to have to pay for storage just to be able to wipe the phone and have basic apps back on hence asking if I've missed something.
