Is it possible to transfer all existing data from my current iCloud account to a new iCloud account?

Basically, I was advised by an Apple support representative to create a new Apple ID and iCloud account due to several unauthorized “pending purchases” that I refuse to pay for and then have to request a refund. They claimed that they don’t have the ability to remove pending purchases and my only option is to actually pay for them and then individually request a refund for each purchase. Considering the fact that I did not authorize the transactions I think that’s ridiculous. Anyway, my question is this…is there a way for me to create a new account and then transfer all of my data from my current account to the new one? I literally have 893 contacts and over 5,000 photos/videos. Not to mention all of my data in my files and elsewhere. I can’t afford to lose everything nor do I have the time to individually copy everything over. Thanks for any help coming my way it’s definitely appreciated. 🙌🏻
