Apple TV Remote will not power on/off a non-CEC TV

I have a Apple TV 4K connected to an older non-CEC HD TV. After setup, the Apple TV remote will control the TV volume up/down and mute automatically via IR, but it will not power on/off. The system remote settings have the Controls TVs and Receivers option turned on. The TV brand is Panasonic and I also have a Denon receiver connected. The Apple TV is connected via HDMI to the Denon, and Denon is HDMI to the TV input. The Apple TV remote does power on/off the Denon with no issue.

Any solutions to getting this working? My guess is the remote is not sending the TV IR signal for power on/off.

The reason why it isn't working is because you are using a non-CEC TV. CEC, or Consumer Electronics Control, is a feature of HDMI that allows you to use one remote to control multiple HDMI devices that are connected to each other over HDMI. Apple TV uses CEC to control the volume and power state of your TV. If your TV doesn't support CEC, then it won't work. If you want the apple TV to control the power state of your TV, you will need to buy a TV that supports CEC.
