How to restore a time machine backup to an external HD?

My laptop got lost. It will take 2-3 weeks to figure out if it turns up again or I need a new one. Until then, I have an old macbook Pro. I have a Time Machine backup, but there is not enough disk space on the old macbook to restore it.

I can plug in an external HD, but how can I restore a whole user and its 1040GB data to it? Many thanks!

MacBook Pro 15″, macOS 10.15

First install the OS to the external drive larger than your Time Machine backup drive using an OS the same age or newer than your backup.

At the last step of installing the OS, then using the Migration Assistant to bring data over from your backup.
