How to delete history on safari?

I can’t delete my history on safari. The clear button is gray and no matter how many times I press it, it just won’t let me clear my history even when I try in the settings. Even the content & privacy restrictions are off. So how can I clear my history on safari if the safari history clear button is gray and the content and privacy restictions are off? Even when I transfer my data to a different device it won’t work. Please help.
