Parental Controls Not Working

Two iPhones used by my children at home. Parental Controls is worthless. Content & Privacy Restrictions - Allowed Apps & Features - Disable Safari on both. Guess what happens the next day or so? Both of them have Safari again. Over and over again this happens.

This is a known issue. Please advise.
