Managing screen time from parent device

I’m trying to manage screen time on my family members phone and iPad from my iPhone 15. I am the organizer and they are listed under family. I accidentally clicked stop managing screen time, but now the screen time option isn’t there at all for that one family member on my device. Can I get it back? I’ve tried setting up screen time from their device directly and added a passcode but they can disable it for the day without having to enter the passcode even though it was setup. It also never syncs across all devices (iPad and iPhone). All devices have been updated to most recent iOS. Please help a tired Mama.
