iCloud storage full despite deleting photos, preventing email delivery

Hi, my iCloud is saying my storage is full however I deleted lot of photos to free up my storage and t has freed up the space but I still can't have any emails delivered to me. There are next to no emails in my mail box and I need the emails for work. Please can you help
