How to adjust the time for a cursor hover popup? eg prevent immediate popup, just a second or two delay

when moving the cursor with the mouse/track pad and the cursor stops on a link from either my own error or reached the "end of that motion and need 'another bite'" the popup from the link is immediate obscuring the location I intended to put the cursor.

... eg on facebook, I'm moving to click "like" and the cursor stops on the user's name, it's distracting to have their info popup immediately. If I want the popup, I can wait a second or two.

Apple does not have such an adjustment in the System Settings, but it does exist as a Terminal / Unix command. The easiest way to adjust it is to download OnyX. Make sure to get the version that matches the version of macOS you're using.

Under the Parameters tab, and General sub-tab, change the Speed of display of help tags to whatever you prefer. As seen here, the default is 1.5 seconds. Or, just plain turn them off with the top toggle switch.
