My photos on my MacBook were not syncing to my iCloud, yet they were syncing on my iPhone to the same iCloud. I tried everything, but nothing seemed to work. Finally, I simply rebooted the computer and it worked!
Just wanted to offer this suggestion, since I had not seen this offered as advice on multiple help channels.
