Migrate to a new computer with family accounts?

I have a unique situation. My wife and I share a MacBook pro. Her needs are increasing and she needs her own laptop. She does charity work and we are running out of HD space. Normally, she signs into my account on the current Mac, although she has her own appleID account for her phone and log in on the current computer, which she never uses.

I know how to migrate to a new computer, but what I want to do is to delete my data on the current computer after I transfer to the newer one, and have her use her own Apple ID login from now on.

We have family sharing turned on.

My issue is this: I want her to have access to the programs and apps we currently use but don't want to have to get new licenses. For example, we have Outlook for her email and I use Mac Mail.

IF she now logs in under her apple ID, will she lose access to these shared apps and programs if they are not from the app store? I.e., will we need a new license? And if they are from the app store, how can she access the apps I have already paid for in the app store?

The other question is: when I migrate, can I so so but NOT migrate her user account on the current mac?
