How to synch iCloud desktop?

I wish to synch my iCloud but it seems that the last update was 10 hours ago.

How do I synch iCloud so I can see the Documents and Desktop files available in iCloud recently?

That notification tells you the duration since the last sync. iCloud Drive will sync with each upload, download, or edit of a file in your iCloud Drive or Desktop (provided you have chosen also to sync the Desktop and Documents Folders). If you have not changed any file in your iCloud Drive folder then there will be nothing to sync. Are you saying that there is new content on your iCloud Drive that has failed to sync to your Mac?

My Mac's iCloud Drive folder, for comparison, says the last sync was 20 hours ago.

You can provoke a sync by dropping a file into your Mac's iCloud Drive folder.
