Apple pay disabled, but it shouldn't be

On my MacBooks Air M1 running Sonoma 14.7 (23H124), Apple Pay is disabled.

The reason I read in Settings, "Wallet & Apple Pay" is (see screenshot):

Apple Pay is disabled on this Mac because security updates are not automatically installed. You can change this in Software Update.

However, that is not the case. The settings for the updates is to automatically install security updates (see screenshot).

Is there anyone who knows why Apple Pay is not currently active?
