iCloud drive on windows 10 stuck at "Not Set Up"

TLDR: in iCloud app I'm unable to get iCloud Drive indicator to display On status.


Having a slightly different challenge from other posts I've seen on iCloud Drive on Windows 10. I tried installing the usual apple tools 3 years ago when i got the computer, but never really used the apple apps. I do have admin privileges. I just upgraded from the free 5GB to 50 GB cloud storage from Apple and want to start really using iCloud Drive across my devices. My actions so far:

Deleted old iCloud, then reinstalled from Microsoft App store

Went into Microsoft Apps & Features, advances options and enabled "Background apps", "iCloud" and "iCloud Drive"

Killed iCloud app from task manager and restarted as both user and admin. In each case I go into iCLoud Drive details (Pressing the ">" ). In the pop-up I then move the slider "Your files stored in iCloud Drive will sync to their own folder in FIle Explorer" to On. I press Done. The pop-up closes, and then the "Off" indicator for iCloud Drive momentarily turns to "On" with a circling progress indicator just to the left of the word On for about one second. Then the iCloud Drive "On" indicator change to "Off" and under the words iCloud Drive the words "Not Set Up

reappears. Also of note, the iCloudDrive directory is never created in the file structure.

I suspect a permission issue may be afoot. When I run the iCloud app in user mode I am able to change the path for the iCloudDrive directory. I am not able to change the path when I when in Admin mode. Change to path made in user mode are persistent to restarting in both Admin and user modes. I have tried several paths including the default C:\Users\[MyAccont]\iCloudDrive and C:\iCloudDrive.

Note that I have been able to enable iCloud Photos to On with no issues.

Also, at the start of this iCloud reported that I had to many devices authorized so I deauth'ed everything and reAuthed my PC.
