You can install Windows 10 using a virtual machine or you can use Boot Camp Assistant to install Windows.

Actually, on a 2013 MacBook Pro Retina, they should be able to run Windows 11 in a VM - you certainly can on a 2012 MacBook Pro Unibody.
Bootcamp will absolutely be limited to Windows 10, though. It will fail the Windows 11 requirements for Secure Boot, TPM 2.0 and the processor probably won't be on Microsoft's approved list.

Yes they can run windows 11 in a VM but the question was specific to Windows 10.
