M2 MacBook Air restarting automatically after shutting down

Before I installed 14.7 update, when I told my Mac to shut down, it would do that. Now, it always reboots.


Also, because of an internet interruption, I had to "flatten" my boot device, reinstall MacOS 14.7, then migrate settings, data, programs from a Time Machine backup.


So, I don't know if what I see is from 14.7, or from the recovery process.


Suggestions?

More info: the kp message said something about power and rails, so I disconnected everything, so it was on battery power, WiFi instead of LAN cable, no external display, but it still restarts automatically.


In earlier OSs, these behaviors could be influenced by changing "bootargs," or something like that from the command line, but now the restarts are dressed in kernel panic language.
