I have a MacBook Pro (Pro 15), Ventura OS 13.7, This morning I noticed that the Dock and Top Bar are not shown - must scroll down or up to see it. I have researched the Desk top & Dock, Control Center, View and Edit. I got the Dock to show but nothing on the top - Helpless in Atlanta

If your screen is really zoomed it, you should be able to this control-scroll gesture regardless of which application you are running. But rereading this thread I am now thinking that the issue is different.

There are several MacBook Pro that qualify to run macOS 13 Ventura
It the screen resolution has been sett to High or too Lower
The Top Bar may well be Off the screen, same for Dock
Check in System Preferences >> Display

As of last night, I had none of these changes. Today the dock and top bar are off the screen and anything I open is in a small screen. I can go to full screen but it only applies to the page I'm on. If I restart, nothing I've done is present. Also I need some clarification on "F keys" I have 12 F Keys.

Anything I open is in a small screen means that say, I check the MLB scores, the page is small, emails are small when opened. Also, to reply to your previous instruction about Ventura / Mac Book Pro, I looked in Display and saw the" Native" (first time I ever heard that word), I don't know how to connect them to my Mac.- 1680 x 1050 is listed as default so maybe that is the one. The only thing I can propose was a Zoom call the night before. However, I have about two Zooms each week and had no issues. Thank you so much for your patience and help.
Yes, choose the default screen resolution. If you choose the largest one, things will be tiny.
But if I understand correctly, you already the default selected, so that is not the problem.
If what is small is not the text but the windows, hold down the option key and click on the green dot to make them larger.
Will things ever be like before of this horror? I opened Settings and got a small screen. I did some research and found the an update: "Fixed Incorrect display and app. initialization for new OS". Also, Fixed crash when charting symbols with negative prices." ?????????
No fix yet on getting the top bar.
To find out if it's system wide or user specific, try this...
Open System Preferences>Users & Groups, unlock the lock, click on the little plus icon, make a new admin account, log out & into the new account.
Does it work in the new account?

Try Option+Command+minus sign.
Try Control+Command+F keys.
I tried your fix twice and noyhing changed
If you go to the top left of the screen and hold there for a bit doy ou get thethree colored dots & can click on the green one?
Or try ⌥⌘8
I wonder if you have your screen zoomed in.
Try holding down the Control key, and doing the scroll down gesture with two fingers on the trackpad.
