Why can't we uninstall Apple Music?

I never use Apple Music but starts up automatically when I turn on bluetooth headphones. That's bad enough, but it keeps coming up even after being closed, over and over again. I cannot understand why I can't just delete an application that I never use, don't want, and behaves in such an annoying way.
