I can't access Apple Cash on iPhone 13 Pro after iOS 18 update

I had the exact same issue. I found this page and followed the directions and for whatever reason it worked. I did it slightly different though (as follows):

1. Go Into Settings, Language and Region and make sure it's USA and English for the language (if that's your info)
2. Go to Wallet and Apple Pay in settings and toggle Apple Cash off
3. (Go to settings, don't just use Control Center to) Turn on and off airplane mode
4. Restart your device
5. Go to Wallet and Apple Pay in settings and toggle Apple Cash back on
6. Go to the Wallet app and try to set up Apple Cash once again

I'm having the same issue after updating, but unfortunately these steps didn't work for me after trying twice.

Same boat. Randomly today it reverted back to setup screen after working for weeks. Click setup-> Apple Cash is setup message -> back to setup screen

I have done all of these steps and I still don’t have access to my funds. Apple can you please make this right??
