iOS Calendar and Outlook Calendar Time Zone Fault

As background, I use the iOS Calendar app with various calendars including Exchange, Gmail, Outlook, and iCloud. Whenever I create an event from the iOS Calendar app on an Exchange or Outlook calendar, the event posts at the correct time, but when I open the event from Outlook (Desktop on macOS) it displays the time in UTC. For example, if I schedule an event at 2PM Pacific Time from iOS, in Outlook the event is scheduled at 9PM UTC. I have found this issue across multiple devices and users on my team.

So far I have tried:

    • From the iPhone Settings > General > Date & Time ensuring that Set Automatically is turned on and that the correct time zone is selected.
    • From the iPhone Settings > Privacy > Location Services and ensure that they are turned on for the Calendar app and Outlook
    • The time zones for all my accounts and devices are set to Pacific Time

Is this a common issue? How can I set these events to default to my correct time zone?
