cannot enable SIP after disabling it

i disabled SIP(system integrity protection) successfully and then when trying to enable it, an error comes

”csrutil: failed to update security configuration for “Macintosh HD”:failed to create paired recovery local policy”


i have added Terminal to full file access

I'm also having the same exact problem. I've tried everything and it won't work. I keep getting the same error message. Any ideas? It won't let me update to macOS Sequioa because of this. SIP needs to be enabled in order to install/update to macOS Sequoia. Wifi is on and active when I'm booted into recovery mode, yet it still won't enable no matter what I do.
