Refunds are not immediate and will depend on the payment method.
Store credit—It might take up to 48 hours to see the refund in your Apple Account balance.
Mobile phone billing—It might take up to 60 days for the statement to show the refund. Processing time might be affected by your carrier. You can contact your carrier for an update.
Credit and debit cards, Apple Pay, Apple Cash, and all other payment methods—It might take up to 30 days for the statement to show the refund. If you don't see the refund after 30 days, contact your financial institution.

You cannot request a return on a Pending charge and it must be successfully charge first before you would get a refund. It may be that you were granted a refund on previous purchases and not the ones that you see in your first screenshot. You will see all the amounts don't match, as the return shows a $39.99 return that you do not have listed in your charges.
I suspect you will get a refund within the time shown in the previous link, but you are still going to have to pay for the current charges you have showing. It is also likely that you will no longer be able to use the App Store for any other purchases or even update apps until you add a valid payment method and pay for those charges.
