I can't add debit card to apple wallet

I keep trying to add a card to apple wallet it says can't add contact card issuer, I called card issuer the card is fine. information is good, reset phone settings, signed on and off of icloud, updated everything. same thing over and over again, this happened after I tried to use apple pay on ebay. no problems prior to doing this.
