iPhone15ProMax w iOS 17.6.1 refuses to add my Regions debit card to Apple Wallet

Suddenly Apple sends me an email saying finish adding your debit card to Apple Wallet.

no joy

Apple says, its not us, call your bank.

Regions Bank says its not us call VISA.

VISA says its not us, call Regions Bank.

Who is lying?

Neither my iPad Pro 11" nor my iPhone15ProMax will add my debit card.

The same debit card has been in Apple Wallet for 2 years.

Is the Apple Wallet a failure?

Apple Tech refuses to allow me to speak to Apple Wallet engineering.
