I locked then removed MacBook IOS 15 vwith iPhone11 "find my phone" and now can't find it with "find my phone". How can I "add" it back to iCloud devices? I was going to try to boot it up at home with the wifi that it remembers but don't know if it will connect when it's locked. It should otherwise how could I unlock it.

If you removed your MacBook from the list of devices associated with your Apple ID, I believe that would have cleared Activation Lock.
If you have the MacBook, you can log into your Apple ID on it again. If it is lost or stolen, you may just have handed the thief or a dishonest finder the means to “make your MacBook their own.”
Locked then removed Macbook with iPhone "find my phone" then removed it.
