We don't see a place in the Apple Music App to manage our collection

Our Music Collection which we put into the iTunes Cloud as a very early on pioneer appears to be there still and somehow feeding Apple Music on our new Laptop with Windows 10 forcing an automatic download of Apple Music and a crippling of iTunes into a Podcast Only App. Bad news. Apple Music has not option to pull music from our local music files in the iTunes Media folder like it used to do. Looks to be Cloud only based. This design makes the Windows iTunes substantially different than my iPad experience. A second more powerful gut punch is that the Windows 10 Laptop was to be our go forward master database for our music collection. We had planned to deauthorize the original laptop and authorize the newer Laptop and have it take over our central database duties and interface with iTunes in the Cloud. Does anyone have a workaround or fix for this unexpected change. iTunes rocked it for us for a decade. What now? How do we manage our Music Collection now with an architecture that requires a master PC to a slave/synced iPad set to store music locally so that the internet isn't always required. And we just bought a new iPad with ample storage precisely to do what has worked so well for the last decade. Help welcomed.
