This is a user to user only forum, not Apple Support. We cannot help you with your billing issue for your Apple Account. Did you click the blue word "here" in Niel's post for you to contact Apple Support for help reactivating your account?

This is a user-to-user forum. We do not have access to your account and cannot fix this issue for you. As Niel said, you can't fix it by yourself, either. You must contact Apple Support.
