Downloaded podcasts on my Apple Watch Ultra don't play

I have cellular data turned off for my Apple Watch Ultra 1. I go to Library and choose Downloaded. When I choose a podcast, I says "Loading" for about 10 seconds, then goes into a nx2 grid or matrix showing a mixture of podcasts and last played music playlist. Selecting any cell from that matrix does nothing. If I double-click the crown and re-select the Apple Podcasts app, it goes into a "Loading" followed by matrix loop. Sometimes after maybe 5 times it will eventually play my podcast. If I restart my watch, the podcasts app takes minutes showing "Updating Library". This restart does help though.
