Are the songs in question stored locally, or do they show as being in the cloud? Ineligible songs normally play in the local library but won't sync to other devices. Possible reasons are that the tracks are too long or short, a non-standard format, or purchased with a different Apple ID.
Tracks not playing order may be down to shuffle mode. See Shuffle or repeat songs in Apple Music on Windows - Apple Support.

the songs are in the cloud. The songs will not play on my laptop as marked Ineligible. They played on iTunes until I moved them to Apple Music.
I'll check on the playing music in order based on your suggestion. thanks

What is format, bit rate and size of the track.

bit rate is 256kbps, size 8.8MB this is only one of many when I went from iTunes to Apple Music......
Also do you know the songs are not playing in order once I start a playlist song?

I don't want the songs to shuffle I would like to have them played in order from a play list or the library.
I noticed some songs from the cloud, which were in iTunes, were loaded from a CD
It may be best to revert to iTunes. Personally I don't think Apple Music for Windows is an improvement.

I cannot revert to iTunes all the music has been moved to Apple Music! thanks
If you uninstall Apple Music, Apple TV, and Apple Devices, iTunes should regain its previous functionality.
