songs with different cloud status between windows Apple Music and iphone Apple Music

Well over a year ago I imported songs from a large number of CDs into iTunes for Windows and synced them (by usb cable) with my iphone iTunes. A week ago I found that they were not present on my iTunes for Windows. I subscribed to Apple Music and now they are present on Apple Music for Windows and on Apple Music on my iphone.


They are also downloaded on my iphone to the phone storage.


However they are listed as 'ineligible' in the iCloud Status column on Apple Music for Windows and don't appear to download when I click the download arrow in the iCloud column of the Songs view. They are 3 to 5MB with a bit rate of 128 kpbs and a sample rate of 44.1 kHz. Some albums even have a mix of songs that show 'Apple Music' as status and songs that show 'ineligible'.


How can I download these ineligible songs to my Windows local storage?
