recently replaced iTunes with Apple Music (no subscription) on a PC... would rather fall back to iTunes - possible?

Itunes had better functionality on a PC for local files and interaction with my iPod classic - allowed manual ordering of songs in playlists, finding orphaned links, etc. Since updating to Apple Music, I wish I still had iTunes instead. Since I am not a subscriber, and all of my very old purchases are in my local iTunes folder, I want to know if I can uninstall Apple Music and reinstall iTunes without losing my local iTunes folder contents. My only goal is to interface and sync my local iTunes library on Windows with my iPod classic.
